History
The house was built about 1925 by CKG Billings of Union Carbide fame. See chapter on Billings in Montecito, Volume II by David Myrick. Page 332: "On the east side of CKGB's residence was a house which he built for Albert Billings Ruddock, a relative, who had been in the diplomatic corp before going into banking and subsequently serving on educational boards of directors (including Cal Tech). Later this was the home of Frederick P. Bills who made a fortune as a Ford dealer in Shanghai and as the owner of the Shanghai Realty Co."
Tom Hart, manager of the Montecito Country Club, also lived in the house for many years. The present owner, a landscape architect, made many additions to the gardens, including the courtyard fountain, the formal west garden, the Arbutus hedge along the south property line and the wave motif design and Bougainvillea half circle on the east.
